How do I transcribe a Microsoft Teams recording?

The meeting wasn't transcribed in Teams. Is it too late?
No — as long as the meeting was recorded, you can transcribe the MP4 afterwards. Built-in live transcription doesn't need to have been enabled.
Do I need a Microsoft 365 licence or admin rights?
